Because metals have lower electronegativity than non-metals. This means that they have lower ionization potential, i.e., they give away easily electrons. In quantum theory terms, the electron density after the overlapping of the metal/non-metal orbitals is strongly withdrawn to the chlorides.

This is not the case of non-metals. They are more reluctant to give away electrons (lower ionization potential). The electron density is less withdrawn to the chlorine atom, hence a covalent bond is formed
