It is an excerpt from the play Julius Caesar by William Shakespeare. Brutus justifies his killing of Julius Caesar as he wanted to show his devotion towards Rome and its people. He called Caesar a serpent during his speech and also mentioned that Caesar was tyrannical and he could have dissolved the Senate. Actually, he was motivated by Cassius to kill Brutus and Cassius had completely 'brainwashed" Brutus in killing Caesar. Killing anyone cannot be agreed by any standard but Brutus acceded to the killing because he saw some weak points in Caesar, as was highlighted by Cassius to him and so he agreed for the murder.
