Explanation:

The Normal lapse rate is the drop in the temperature with increase in altitude as you go up the atmosphere.

In the standard atmosphere model, the temperature at sea level at the bottom of the troposphere is 15° C (59° F).and the Lapse rate is about 6.5 ° C decrease in temperature every 1000 meter increase in height.

example:-  

Troposphere can extend upto 20 Km above sea level. So at Sea level temperature is 15° C, which means even when you go 2 Km upwards, the temperature would have decreased by ( 6.5° C + 6.5 ° C  + 6.5 ° C = 13° C).

Meaning at 2 km the temperature  is  (15 ° C - 13 ° C)= 2 ° C , so between 2 to 3 km above the sea level  in troposphere your normal lapse rate is Zero.
