Values of life create norms and regulations for life. Values restrict us from doing certain things such as telling lies, talking rudely, etc. So values and norms go hand in hand. Both are incomplete without each other. Values are meaningless in life without norms. They remain ineffective. Norms are meaningless without values. In fact, norms can't exist without values.
