This sentence was said because the boastful kind ozymandias had many statues and monument built in his name so that his successors could look upon them and also to establish his supremacy. His huge statue which was built in his name is now broken down and all that remains is two legs and a head which is deep in the sand. This basically tells that what was built for showing power, is now just ruined. His empire is now just a vast area of sand and a lonely land.
