attacking the bromine ion but forming a cationic cyclic bromonium ion as an intermediate .

Step 2: Attack of the nucleophilic water molecule from the side away from the bromonium center opens the cyclic bromonium ion to give overall trans addition.

The nucleophiles attack the carbon to which bromine is attached.This bcarbon is called an electrophilic center.This bromine atom is called the leaving group.
In nucleophilic substitution
CH3Br+KCN-------------->C2H5CN+KBr.
In electrophilic addition
CH2=CH2+HBr--------CH3-CH2Br
