There are two states if motion
Rest state and moving state

In rest state,net force will start motion and its state changes .

In moving state,net force may stop the object. Also net force can help in moving with more accleration .

So the given statement is not true in all cases

Yes this statement is true that objects change their state of motion due to net force acting on them. According to Newton 's first law that "Every body continues to be at the state of rest or continuous motion until and unless any external force acts on it. "

eg: (i)raindrops falls down due to force exerted by gravity.
(ii)a football moves when to exert a force which is to kick it .
