let \: the \: total \: votes \: polled \:  = x \\ so \: loser \: candidate \: got \:  = 40\% \: of \: x =  \frac{40x}{100}  =  \frac{2x}{5}  \\ and \: the \: winner \: got \:  = 60\% \: of \: x =  \frac{60x}{100}  =  \frac{3x}{5}  \\ since \: the \: loser \: lost \: by \: 2980 \: so \:  \frac{3x}{5}  =  \frac{2x}{5}  + 2980 \\  =  >  \frac{3x}{5}  -  \frac{2x}{5}  = 2980 \\  =  > x = 14900 \\ hence \: total \: votes \: polled  = 14900
