on a windy day a rickshaw puller has to apply more efforts to pull the richshaw. why?

This is why because on windy day the rain if is in the opposite direction of the rickshaw then it will push the rickshaw because of force and to move the rickshaw forward he had to apply more force than the rain so that it moves forward.
