Thomson's model is also called plumpudding model. Acooerding to this model an atom is a sphere of positively charged particles with negatively charged particles invaded in it just as seeds in the watermelon. He said that in this model we can find negatively as well as positively charged particles at ever point, so acording to him the atom is neutrally charged as a whole.
