on what basis have the rich and low income countries been categorised in the world development report 2006. India comes under which category and why ?

Country with per capita income of  4,53,000 per annual and above in 2004 are called rich countries and those with per capita income of 37,000 or less are called  low income country. India comes in low income countries because it's per capita income in 2004 was just 28,000 per annum

because many people in India live below the line of poverty. there is much unemployment. As , there is unemployment many people is living in their homes and cannot get income.
