On what basis resources can be delivered into renewable and non renewable resources

If the resources are or can be replenished in a relatively short period of time such as 100 or 200 years, then they can can be considered as renewable sources.
If they take long time to be replenished such as 5000 years or more, then they can be considered as non renewable resources.
But we all know that they are all finally replenished either in a short span of time or a long span of time.
