On what basis the rich and low income countries have been categorised in the world? Plz answer in points.......

Country with per capita income of  4,53,000 per annual and above in 2004 are called rich countries and those with per capita income of 37,000 or less are called  low income country. India comes in low income countries because it's per capita income in 2004 was just 28,000 per annum
