Sound requires a medium of propogation where there is concentration of molecules so that it can travel. This medium can be solid , liquid or gas. This is because in solid, liquid and gases , these molecules are present.
Vacuum is a region where there is no air , hence no concentration of molecules. So, sound cannot travel through vacuum and as a result it cannot enter our ears.
Thus , a person will not be able to hear the sound of clapping on moon.
