Thermal energy content in 100 ml of water is : 100x sp heat of water x temperature difference with respect to ambient.

Same for 1000 ml of water is : 1000xsp.heat of waterx temperature difference with respect to ambient.

Since sp. Heat and temperature difference is same but mass of water is different, the water with greater mass has more thermal energy.

Therefore, water of 1000 ml has more thermal energy.

Thermal energy: Substances absorb thermal energy due to its strength in  their bonds.

When certain materials is heated it absorb energy their temperature increase depends on their ability to store thermal energy in their bonds.

The amount of energy required to raise the temperature of 1 gram of water  by 1 degree Celsius is known as the specific heat capacity of water.
