Okay, so this one looks like a pretty interesting question.

Let's assume the solvent is water, that's the best assumption to make up front.

What does 1M mean? 1 Molar or 1 mole per 1000ml of water. That's pretty simple.

Now, what does 1m mean? 1 molal or 1 mole per 1000gm of solution. Now,the solution consists of both water and Sodium carbonate.

Let's assume that the water is at 4 degree celsius so obviously it's density is 1gm/ml.

Now, as 1 mole out of 1000 gm of solution is of Na2CO3, 1 mole amounts to 106 gm.

Thus, the weight of water in the solution is 1000-106= 894 gm which occupies 894ml.

Now, we know that 1m is 1 mole of Sodium carbonate in 894 ml of water.

If we take up 1000ml of this solution, we'd surely get more than 1 mole of Sodium carbonate.

Thus 1m of sodium carbonate is more concentrated than 1M
