To find :

Percentage of voters that didn't vote

Solution :

66 % of 15,000 = 66 ÷ 100 X 15,000

= 9900 votes

percentage of voters that didn't vote = 15,000-9900

=5100 ÷ 100

= 51%

Ans : 51% of voters didn't get to vote
