Fluorine is the most electronegative.
As far as I know, Because of its reactivity and it has 5 electrons in its 2P shell. Since it is so close to its ideal electron configuration, the electrons are held tightly to the nucleus. Its high electronegativity explains its small radius because the +ve protons have a very strong attraction to the -ve electrons, holding them closer to the nucleus than the bigger and less electronegative elements.
