So far as "Centre" is concerned, we need to consider about seat representation in Lok Sabha while so far "States" are concerned, we need to know about representation of seats in the Rajya Sabha.

Generally, the overall distribution of seats for members in Rajya Sabha used to be done before, after having an estimation of the total number of members available for this.

However since 1952, this is not the same anymore.

All the members are now selected on the basis of Indirect Election process.

The elected members of the legislative assembly of each state elect their representatives by following Proportional Representation of a single transferable vote process.

In this way, members are selected and seats are allotted to them.
