P is greater than Q by 60% means P is 160% of Q

or

P =160/100*Q

P = 1.6Q ————(1)

P is greater than R by 30% means P is 130% of R

or

P = 1.3R ——————(2)

Divide equation (1) by (2)

1= (1.6Q)/(1.3R)

Q/R = 1.3/1.6

Q/R = 13/16

Q:R=13:16
