All these people do devotion to God in different circumstances. They are not pure devotees, because they want to fulfill some ambitions in exchange for devotion. Pure devotion is fruitless and there is no desire for profit. In Bhaktirasamrit Sindhu (1.1.11), pure devotion is defined as -

Anukulyaen Krishnanusheelanam Bhaktirutma ||

“Man should have divine love of God Krishna devoid of any desire for material gain through any action or psyche. This is called pure devotion. "

When these four types of people come to the Lord for devotion and are completely cleansed by the association of a pure devotee, they also become pure devotees. As far as the evildoers are concerned, devotion is inaccessible to them because their life is selfish, irregular and purposeless. But some of these people also become pure devotees when they come in contact with a pure devotee.
