Water based paint is soluble in water rather it is soluble in all type of spirit but it is not soluble in kerosene, milk and lemon. It also depends on the type of solvent. If the solvent is organic then some few paints are soluble in it and if it is inorganic then it does not contain ammonia, carbon and water.

Hence depending on types of soluble material paint will get mix in it or not that is decided.
