Yes, true. Because we, the human resource can only take the country towards rapid development or if the people of the country are illiterate then the country would lag in development. And most of the population of Pakistan is illiterate.... That's the only reason of its lagging behind the development. As per humans are the only ones which can convert barren land into useful one.
