In 1957, the government created a separate Dept. of Atomic Energy under P.M. with Homi Bhabha as Secretary. India’s first nuclear reactor in Trombay, Bombay, also the first in the Asia became critical in 1956. India’s ongoing and fairly well advanced nuclear program included the setting up of several nuclear plants to produce electricity in a few years time.
As part of the effort to promote self-sustaining scientific and technological growth, the foundation stone of India’s first national laboratory, The National Physical Laboratory was laid on 4 Jan 1947. This was followed by the setting up of a network of 17 National laboratories specializing in different areas of research. To emphasize the importance of scientific research, Nehru himself assumed the Chairmanship of Council of Scientific and Industrial Reseach (CSIR) which guided and financed the national laboratories and other scientific institutions.
In 1952 the first of the five IITs was set up at Kharagpur the other four being set up subsequently at Madras, Bombay, Kanpur and Delhi. India also took up space research. It set up the Indian National Committee for Space Research (LNCOSPAR) in 1962 and established a Rocket launching Facility at Thumba (TERLS). Krishna Menon as defense minister took steps to initiate Defense Research and Development.
