As we know that parliamentary form of govt is known as responsible govt, The executive organ has the collective responsibilty toward the legislature and legislature has the collective responsibilty towards the democracy. with this way  the sprit of parliamentary form of govt will fulfil.Thats why in parliamentry form of government legislative and executive organ are fused in such a way.
