No i am disagreeing this statement because according to the new surveys 90 percentage of people are supporting democracy in their countries and also other non democratic countries are emerging to become a democratic one.So with all these reasons we cam say that parliamentary is not declining.If it helps u pls follow me and mark as brainliest.

Parliament in our working smoothly. Both the houses function well . All the decisions taken are according without breaking any law of Constitution. All members of lok sabha and rajya sabha participate in all decision making process.
