He was earlier an obedient pupil of Lord Shiva but Shashtra Arjuna killed his father Jamdagni and since then, he enraged to such extent that he did a very hard core Tapasya and Lord Vishnu appeared and blessed Lord Parshuram with his divine spiritual powers for killing of all wicked Khashtriya and Shashtra Arjun .

Parashurama was a partial incarnation of Vishnu whose main purpose was punish the corrupt Kshatriyas of that time. The Kshatriyas were blessed with all the riches and they thought that it is their right to rule and collect tax from people however they like. They forgot that it is a responsibility and a king is the father of the land. Thus Lord Vishnu incarnated as Parashurama to punish them.

Parashurama killed the Kshatriyas several times as he was trained and blessed by Shiva as his devotee. But after the completion of the purpose for incarnation, the amsha of Vishnu left him and he became a human with his penance and the blessings of Shiva was all that was left. He became arrogant that it was he who defeated all the Kshatriyas and no Kshatriya can defeat him.
