Everyone have different developmental goals.We can say this as:

What may be development for one may not be development for the other.

For example:

The development for an industrialist may be in building dam for the easy flow of water. For labours, buiding a dam would also be development as it would create more job oppurtunities. But, this may not be development for the tribals/people living there as it would displace their houses there and make them homeless.

Hence, from the above discussion we conclude that "Differnt people have differnt as well as conflicting developmental goals."

This statement is absolutely right. It can be explained by taking many examples such as , for a casual worker the goals for development may be better wages, home, sufficient food for family, education for his children.
On the other hand a industrialist wants worker at low fee, better supply of electricity and water for his industry, etc...
