Steel which has a very high retentivity that is ability to retain magnetism is used for making permanent magnets. The steel bar is placed inside a solenoid through which current is allowed to pass. After sometime the steel bar itself acts as a magnet even when electricity doesn't pass through it. That's why they are permanent magnets. However they are weak magnets.
