Person B is also having accurate value coz the avg. is 10.2 and measurement 3 of person B is also 10.2
then how it can have poor accuracy?

See actually ,the length of the room is 10.5m
If you look at the average of person A and person C
If you look at the average of person A and person C both of them , their average is 10.5m (which is the length of the room ) so they both are

You do three measurement with a very precise instrument.

It appears your measurements are systematically too low by about 3. right?( there must be some problem with the measuring device )So even though the measurements are very precise (the random error is something like +/- 0.00003) your measurements are not accurate at all because the systematic error is huge at -3)
it's the same case here..That's why there is a difference in precision of person B and person D and you can see Person C also has poor precision .check his messurement 4 and 5 uff xD.
So thats why Person B has poor accuracy his systematic error is ( 0.3) which is why he has poor accuracy
(average wale se dekho agar accuracy dekhna h toh aur precision dekhna h toh har ek ka apna 5 measurements samjhi )
