2) Companion cells (living)
3) Phloem parenchyma (living)
4) Phloem fibres (non-living)
Phloem fibres are non-living because they don't need to be living cells because their main function is to provide mechanical support. They are supportive tissues in function.

Phloem is a COMPLEX permanent tissue used for transport of food from source to sink of the plant i.e from leaves to different parts where food is needed
Phloem is made up of the following tissues
1) sieve elements
2) companion cells
3)Phloem Fibres
4)Phloem Parenchyma
OUT of the above Phloem Fibres are DEAD as they are made of sclerenchymatous cells
XYLEM is considered as DEAD because all the elements except Xylem parenchyma are dead
PHLOEM is considered as LIVING because all elements except fibres are LIVING
