• Then find installed apps
•Find whats app
•Open it and go to its permissions
•Then tick storage permissions.

Heya dear

If the another answer not works you have to factory reset your device it occurs after upgrading android. The same problem occur in my phone. Mx player was not showing my videos. Then I reset it. them my problem solved.
