Because it secrets hormones like somatotrophin, thyrotrophin, gonadotropin, ACTH, luteinising hormone,follicle stimulating hormone. For an example it secrets thyrotrophin to activate thyroid gland and this thyroid gland secrets thyroxine hormone. That means the pituitary gland gives instruction to other glands to release their respective hormones.. So it called the master gland of endocrine system.
