Total number of longitudes: (70+20)=90

Time difference between the longitudes=90*4=360

(We multiply it by 4 because the time difference between 2 longitudes is 4 minutes)

Convert it into hours=360/60=6 hrs

Since it is 4 pm in place A, and the place B is to the right of the place A we will add time.

4pm + 6 = 10 pm.
