Because the centrifugal force pushes the tumbler outwards.

when we turn around, the centrifugal force is exerted both on us, and the tray. We are able to apply more force against the motion of the centrifugal force due to our bones and muscles, while the glass don't. therefore, it falls down

When we turn around with water filled container in our hand we are not moving the tray but moving ourselves.
In this situation we give a tangential acceleration to the beaker, tray and water and since acceleration produces some force on water to spill out.
