Simple Answer : The himalayan rivers run throughout the plains of India and where there are rivers there is dense population.

Plains are fertile region and very economical when compared to plateaus. Plateaus are mostly used for extraction of different minerals and ores.. Plains are agriculturaly productive and thus make a living possible for even the poor.
