HERE IS YOUR ANSWER. ...
As we see PQ is a tangent and it meets the circle at Q so angle PQO is 90° the angle qoa and boc( c is pb produced ) as both ∆ are similar by aa test angle pba is equal to angle PQO = 90°. so as angle pba is 90° pb is tangent
