Federalism is an entirely different mode of governing people.
In a federal system of government, the government itself is split or divided into several tiers and these tiers function independently and govern the people using their own agendas and jurisdictions. Each of these tiers has its own rules and regulations regarding the issues of administration, taxation and legislation. These federal tiers of the government act under a common constitution.
