1.like fossil fuel it is not really non renewable as it can be formed once again but it takes very long time to form once again but it will be formed so how van it be non renewable but if we see the life expectancy oh a particular person by this the world can change but the fossils will not be completely formed.another examples are trees,hydrogen gas etc.
2.Top soil is usually of 5-8 inches thick so formation of such a thick layer by weathering of rocks can't be formed so fast even decomposition of organic materials takes at least 1-2 months if there us suitable condition fir it's decomposition like moist temoerature,decompising bacteria,etc and mostly decomposing bacteria lives in top soil only so if top soil is removed it may take several years of time to be formed so according to scientist sources which does not takes time to form once again are called renewable resource and it's vice versa.so top soil if non renewable resource
