Actually Welcome to the Concept of the Joints of bones.

=> Since we know that, A human has a pivot join in his neck, which has limited rotation, hence it is not a 360° joint.

=> But we know that, humans have Ball and Socket joint in their shoulders and hips which is capable of doing 360° rotation.

=> As mentioned , if a engineer wants to make robot with a 360° rotation of its neck, then he can use the BALL AND SOCKET type joint in its neck, to function it as desired.
