They also aim to establish social and economic democracy through a welfare state. ... Besides, all executive agencies of union and states should also be guided by these principles.

Explanation:

The Directive Principles are not justiciable because we cannot take recourse to law for their implementation. They do have a moral sanctioin behind them but not a legal one.
