 {2}^{3 \times  - 1 \div 2}  \times { (\sqrt{2}) }^{ - 1}

2^1/3×(-1)/2. × 1/root2

2^1/3×-1/2. ×1/root2

2^(-1)/6. × 1/root 2

thus answer is.. 1/2^1/6. ×1/root2

or. 1/2root2^1/6☺✌☺

 \sqrt[3]{ {8}^{ -  \frac{1}{2} } }  \times { ( \sqrt{2} )}^{ - 1}  \\

which could also be written as:

 \sqrt[3]{ {2}^{(3 \times  (\frac{ - 1}{2} ))} }  \times  {2}^{ ( - 1)( \frac{1}{2}) }  \\  \\  =    {2}^{( \frac{( - 3)}{2}  \times  \frac{1}{3} )}  \times  {2}^{ (\frac{ - 1}{2}) }  \\  \\  =  {2}^{ (\frac{ - 1}{2}) }  \times  {2}^{( \frac{ - 1}{2} )}  \\  =  {2}^{( \frac{ - 1}{2} +  \frac{ - 1}{2}  )}  \\  =  {2}^{ - 1}  \\  \\  =  \frac{1}{2}
