  { {a}^{3} }^{ \frac{1}{2} }  =  \sqrt{ {a}^{3} }
 { \sqrt{ {a}^{3} } }^{ \frac{2}{3 } }  =  {a}^{ \frac{3 \times 2}{2 \times 3} }
then....
 {a}^{1}
=a...

so the answer is option a
