Just multiply numerator and denominator with (-) sign,

a) \frac{-14}{17} = \frac{- (-14)}{-17} = \frac{14}{-17}

b) At both numerator and denominator  '-' sign is present, they will be cancelled out  

i.e. \frac{-9}{-13} = \frac{9}{13}

c) It's similar to that of first one,

\frac{-12}{31} = \frac{- (-12)}{-31} = \frac{12}{-31}

d) Again, both numerator and denominator  '-' sign is present, they will be cancelled out,

\frac{-67}{-112} = \frac{67}{112}

It's easy-peasy.
