⭐Democracy is based on the policy of negotiaition and deliberation,so there is some delay in the decision making.

⭐In other form of govt. like that of Dictator,decisions are taken very qyickly sometimes disregarding the wishes of citizens,whereas in demicracy due importance is given to what people desire for.

✔Thus,it is apt to say that democracy pays the cost of time it takes.
