 \frac{1}{ {x}^{2} }  = 64

 { (\frac{1}{x} )}^{2}  = 64

 \frac{1}{x}  = 8

x =  \frac{1}{8}

{x}^{ \frac{1}{3} }  +  {x}^{0}  =  { (\frac{1}{8} )}^{ \frac{1}{3} } +   { \frac{1}{8} }^{0}

Any Number to the power 0 = 1

 =  \sqrt[3]{ \frac{1}{8} }  + 1

 \frac{1}{2}  + 1

 \frac{3}{2}

So answer is 3/2
