actually,neither HCL can be prepared in water, neither can it be collected over water, as far as laboratory production is concerened. HCL can be prepared by reacting NaCl with conc. H2SO4,compulsuryly under 200degree celcius.
it  because it is highly soluble in water, hence it cannot be collected by eithe downward or upward displacement of water
