Please explain the meaning of the following line with respect to newton's third law of motion: no cause effect exists between action and reaction.

Newton's third law states that for every action there is equal and opposite reaction for example if we throw ball upwards it comes down with the equal speed another examples are pendulum of clock moment of bus to and fro etc..
