The Rajya Sabha or Council of States is the upper house of the Parliament of India. Membership of Rajya Sabha is limited by the Constitution to a maximum of 250 members, and current laws have provision for 245 members.

Rajya Sabha the upper house of parliament has max strength 250, out which 238 are the representative of states and 12 are nominated by president.
The 238 members are elected by the elected member of state legislative assemblies. The seats are alloted to the states in the Rajya sabha on the basis of population. Hence the no. of representatives varies from state to state. for eg :- Uttar Pradesh has 31 member while Tripura has 1 member only.
