it is because carbon has a valency of 4 and oxygen has a valency of 2 ie- one oxygen atom can share only 2 electrons with one carbon atom(not in case of CO),. So a particular amount of carbon will react with only a particular amount of oxygen in the abundant or excess supply of oxygen leaving the rest of the oxygen unreactive.
